A National First – University of the Ryukyus Graduate School of Law Inks Agreement with Okinawa Juvenile and Girls’ Training School

In an unprecedented move marking the first ever endeavor seen in Japan, the Graduate School of Law of the University of the Ryukyus signed an externship agreement with Okinawa Juvenile Training School and Girls’ School on June 5th, and the signing ceremony was held on the grounds of the Okinawa Juvenile Training School located in Okinawa City.

The externship agreement will allow students of the Graduate School of Law to undergo training at the Okinawa Juvenile Training School and Girls’ School to understand background factors leading to juvenile delinquency while learning first-hand about corrective education by understudying the school’s legal supervisor. Students will be accorded academic credit for these legal externships. (Professors in charge at the Graduate School of Law are Professor Higa and Professor Takeda.)

The strong wish of the Graduate School for law students to know more about juvenile offenders and reformative schools before they embark on their law careers and engage in juvenile court proceedings (for adult offenders this would refer to court trials), were met with similar requests by students who are training to undertake juvenile trials (as attendants who are attorneys at law), leading to the agreement which was the culmination of coordination between Professor Yano of the Graduate School of Law and the Okinawa Juvenile Training School and Girls’ School. The Graduate School already has existing externship agreements with banks and legal offices, and the Okinawa Juvenile and Girls’ Training School marks the newest addition to the list of externship positions available to law students.

The signing ceremony was chaired by the Director of the Okinawa Juvenile Training School and Girls’ School, Ms. Reiko Watanabe, and the Dean of the Graduate School of Law, Professor Issei Shimizu, who mutually signed on official agreement documents. Details on externship curriculums will be discussed at a later date.

With regards to expected student intake numbers and timings of the externship, three male students and one female student are expected to participate over a period of five days between 4th to 8th September 2017.
